Former NYC Sanitation big charged with having thousands of vile child sex abuse photos

A former New York City Department of Sanitation Superintendent allegedly owned thousands of images and videos of child pornography — including on a flash drive in the front pocket of his DSNY jacket.

Victor Alvelo, 61, was arrested on child pornography charges on Tuesday after investigators busted him for having thousands of the disturbing images of pre-pubescent children inside his Bronx home, according to the U.S. Attorney’s Office for the Southern District of New York.

Alvelo — who served as a General Superintendent of the DSNY until his retirement in 2025 — allegedly kept the stockpile of vile images of pre-pubescent children, some as young as age 12, in his residence between August 2022 and Monday, federal prosecutors said.

A search warrant for Alvelo’s home was authorized by a judge last Tuesday over information “concerning a large amount of child pornography images and videos being shared over a peer-to-peer file network,” according to a criminal complaint.

The suspicious online activity was traced to an IP address associated with Alvelo’s home, a Special Agent with the Department of Homeland Security’s Child Exploitation Investigations Unit wrote in the filing.

Inside the home, officers uncovered a USB flash drive in the front pocket of a DSNY-branded jacket that contained personal photos, various documents related to his sanitation duties, and 154 images and videos depicting child pornography, the feds said.

“As a former senior public official, Victor Alvelo allegedly betrayed the confidence placed in him by the city and the public, even brazenly using his government-branded clothing to store files containing material that no person should ever possess,” HSI New York Acting Special Agent in Charge Pete Gizas said in a statement.

Additional child pornography files were discovered on a computer hard drive in his home office, the complaint detailed.

Alvelo frequently posted pictures on his Instagram smiling with his family, including his daughter and niece, attending rock concerts, and playing guitar.

He has been charged with one count of possessing child pornography, including images and videos of prepubescent minors and minors who had not attained 12 years of age.

Alvelo faces a maximum sentence of 20 years in prison.

“Victor Alvelo allegedly possessed thousands of disturbing images of child pornography, including victims as young as 12 years old,” NYPD Commissioner Jessica Tisch said in a statement.

“The NYPD will be relentless in stopping predators who seek to exploit and harm children.  I thank our investigators, including the NYPD’s Computer Crimes Squad, and law enforcement partners for finding this illegal and vile material, and working to hold this perpetrator accountable,” Tisch said.
